The environmental liability investigation is a study to verify the existence of potential contaminants in a given area, being performed in sequential phases. These are: preliminary investigation, confirmatory investigation and detailed investigation.
Stages of Cetesb Confirmatory Investigation
The Cetesb confirmatory investigation is the second phase of the study and aims to confirm or not the existence of contamination in an area and / or region. For this, the following works are performed:
- Collection of existing data: documents, records, interviews, etc.;
- Preparation of Exploration plan;
- Collection of water and soil samples and sending for laboratory analysis;
- Interpretation of results;
- Elaboration of the Cetesb confirmatory investigation report.
Within Cetesb confirmatory investigation, the exploration plan should be implemented based on the conceptual model that was elaborated in the previous phase - preliminary investigation. This plan should technically detail and justify the chosen methods, such as geophysical drilling, drilling of monitoring wells for groundwater sampling, drilling for soil collection, etc.
In the confirmatory investigation, soil and water samples should be collected at strategic points, preferably close to sources of contamination (previous or recent) and / or to the points indicated by the geophysical survey, following the underground flow.
Analysis of Results
In interpreting data from Cetesb confirmatory investigation, the results of soil and groundwater analysis should be compared with the intervention values established by CETESB contained in the "Table of Guiding Values for Soils and Groundwater in the State of São Paulo". If contaminant concentrations are higher than the values determined by CETESB, the area will be immediately classified as AI (Contaminated Area under Investigation) and the Legal Officer for the enterprise should start the next step, which is detailed investigation and risk assessment.
The Cetesb confirmatory investigation report should be conclusive as to the existence or not of the contamination and will need to be accompanied by the location plants of the area and the sampling points, technical justifications of the methods used and of the chosen points, characterization of local geology and types (N / A) of each research performed, reports of laboratory analysis signed by the responsible and the chain of custody, conceptual model updated after new data collected and the next steps to the results obtained.
